MCRT Capacity Enhancement in Vulnerability and Risk Assessment (CEVRA) Project

This training will help municipalities and watershed districts to better understand their climate risks and opportunities, and how to integrate adaptation into their planning and investment decisions.

The MCRT Capacity Enhancement in Vulnerability and Risk Assessment (CEVRA) Project delivered a series of workshops for municipalities and watershed districts. Training Videos and Workshop Slides

Each training video presents the content of the Climate Vulnerability and Risk Assessment (CVRA) workshop for participating municipalities and watershed districts in Manitoba.  The videos cover the CEVRA Project context, climate change basics, and the three stages of climate adaptation planning process:

  • Stage 1: Initiate the process and understand the context
  • Stage 2: Assess and prioritize climate risks
  • Stage 3: Select adaptation actions, then implement, monitor, evaluate, and learn

CVRA Guidebook and Workbook

The Climate Risk and Vulnerability Assessment (CRVA) guidebook aims to help Manitoba local governments lead a climate vulnerability and risk assessment and assess how the anticipated impacts of climate change will affect their communities and residents. A workbook was also developed which provides fillable worksheets to support each step in the CVRA process, along with useful links to resources.

Municipal Climate Cards

The Climate Cards summarize likely climate impacts and the key climate variables associated with them. These cards are a useful tool when conducting a climate vulnerability and risk assessment as part of municipal climate adaptation planning process, providing guidance on potential hazards and climate-related consequences over three different time horizons (recent past, 2021-2050 and 2051-2080).

Project Team

The CEVRA Project was implemented in the Government of Manitoba’s Climate Action and Energy Innovation Division (CAEID).

CAEID contracted the HTFC Planning and Design to deliver the project which ran from December 15, 2022 to March 31, 2024.

The CVRA guidebook was developed by the International Institute for Sustainable Development (IISD) for the CAEID and was piloted under the MCRT CEVRA Project in collaboration with HTFC Planning and Design.

Project Context

The Capacity Enhancement in Climate Vulnerability and Risk Assessment (CEVRA) Project, falls under phase 3 (2022-2024) of the Manitoba Climate Resilience Training (MCRT) Program, which first evolved from the scoping phase under the Building Regional Adaptation Capacity and Expertise Program (2018-19) of Natural Resources Canada. The MCRT Program supports Manitoba’s long-term vision of enhanced resiliency of communities, sectors and ecosystems. Subsequent phases are designed to build upon the suite of foundational courses that were delivered for targeted sectors in phase 2 (2020-2022).

The CEVRA project (2022-24) delivered a series of workshops to a total of 156 attendees. The first cohort of training participants represented a total of 49 municipalities, including five Planning Districts that collectively comprise 16 municipalities, eight watershed districts and seven from Manitoba government offices (Emergency Measures Organization, Municipal Relations-Community Planning Branch Regional Offices and CAEI), and IISD. The second cohort of 53 training participants represented 28 municipalities, 3 watershed districts and other provincial government agencies.  The CEVRA Project has trained a total of 67 municipalities and 11 watershed districts over the two-year period (2022-2024).
